1991 221 liberator not going into gear

I'm pretty new to the liberator game and I need some help. My boat won't go into forward gear and the pro kind of feels like it's not completely free spinning in neutral. I popped the lower drive unit off to inspect the shift cable and assembly and I feel like I'm missing a piece. I've attached a picture to help clarify. Does this look right?
