My rpms are dropping completely when the boat reaches 3000rpms. I have to back off the gas to keep the engine from conking out. Does this sound like a fuel issue? Maybe the carb or the fuel pump? Any advice would be greatly appreciated. Thanks.

You bet, it does sound like fuel or air starvation,
Check the simple stuff 1st,
Fuel filter.
Fuel tank filler vent.
kinked line.
shut-off valve, if you have one.

Make sure the choke butterfly is fully open at speed..

and make sure your flame arrestor is clean..

If everything is good, you'll need to check your fuel pressure on a gage, if it's below 4 psi, replace the fuel pump..
